Holding at 10k feet, does a 250knot speed restriction apply?

If you're at 10k feet exactly, does the 250 knot speed restriction apply? Is the restriction IAS, TAS, or groundspeed?

In certain airspace you must maintain 250kt IAS below 10,000ft
